Mechanical Inspection in Lebanon

After a long time without vehicle inspections such activities were restarted in Lebanon in 2004. A private joint venture, MECANIQUE, was given the task on a BOT basis (Build, Operate and Transfer) for a period of nine years, that is for MECANIQUE to construct, equip and exploit the vehicle inspection stations on plots owned by the State, prior to handing over the whole operations with infrastructure, buildings and equipment to the State in 2013. The members of the joint venture are one company registered in Saudi Arabia, two companies registered in Lebanon, and two Belgian companies specialised in vehicle inspection in Europe and abroad. Inspection stations have been established in Beirut, Saida, Zahleh and Tripoli. Each of the sites in Tripoli, Saida and Zahleh consists of three testing lanes – two 4-wheel [Trucks, cars] testing lanes, and one provision for motorcycle inspection. The site in Hadath, Beirut, has 16 car test lanes, 4 truck test lanes and two provisions for motorcycle inspection. Two more inspection stations are planned. All the inspection equipment, data communications hardware and software are of German Maha (Maschinenbau Haldenwang) design and specifications. Similar applications are found both in and outside Europe. Before the inspection, the customer is requested to go to the cashier’s office, where the inspection fee is collected and the Certificate of Registration information is fed into the computer system. The customer gets an inspection slip with his assigned inspection lane number and then takes his car and joins the queue in front of the entrance to the assigned inspection lane. At the end of the inspection lane the customer receives a report with the registered test results. After the inspection the customer will get the official inspection certificate that is issued in an office close to the exit. All failing vehicles can have a re-inspection at any of the four inspection stations within 30 days of the initial inspection. The certificate from the initial inspection must then be shown. After 30 days a new initial (complete) inspection must be done. After the inspections, the results are reported to the vehicle register. Until a private vehicle is three years old, the owner just pays the annual traffic fee, but after three years of use, the vehicle must first be submitted for inspection. There is no individual reminder, but each month advertisements in the newspapers will inform about which vehicles are due for inspection. When the vehicle is passed at inspection, the owner goes to the regional TMO office to pay the traffic fee. He then gets the sticker to display on the windshield, as proof that the vehicle has passed inspection and that the traffic fee is paid. The official certificate of inspection or sticker is valid for 12 months from the time of issue or until transfer of ownership of the vehicle, and must be kept in the vehicle when it is used in traffic. 
The production statistics indicate a total capacity for the present four inspection stations, of about 350,000 initial inspections and 200,000 re-inspections per year (assuming 250 working days per year). The needed capacity is estimated at 800,000–900,000 initial inspections per year, indicating that more stations are necessary. The station in Hadath is much too big. The access road to the station that shall handle up to 10 vehicles per minute is very narrow and has two sharp bends with bad visibility. If all checks are made that are possible to make, the Maha concept as applied in Lebanon is fulfilling the requirements in the EU Directive 77/143/EEC, as amended by 96/96/EC, which specifies what shall be included in a periodic inspection. However, it is possible to achieve higher productivity, better working environment and economy, and also higher inspection quality by using other principles, especially by using hoists with pneumatic jacks and play detectors for the light vehicles, instead of pits. Before expanding the network of inspection stations in the future, it is recommended to take a closer look at the alternatives to the inspection line concept.
So far, the authorities in Lebanon have not laid down any safety requirements that must be fulfilled by the vehicles imported. Only emission requirements have been formulated. New vehicles imported by the regular importers can be registered without any physical examination, and that is also the case if a used imported vehicle is less than three years old. If over three years old it must be checked by MECANIQUE before registration, and at present there is an age limit for imported used vehicles, eight years. It is recommended to prepare regulations requiring the same safety standards as for vehicles sold in the European Union, and to adopt the European Whole Vehicle Type Approval as a basic standard. It is also recommended to prepare new regulations and an enforcement system for transports of dangerous goods, and goods that is not properly secured.

I would like to know how can i contact a web site that can remind me the time of auto mechanic inspections. Is there a web site address? Thank You in advance.

Also,

I would like to know is the Ministry of Transportation taking any measures to tackle this problem regarding Cars that operate with Syrian registration numbers. In other words will Syrian cars undergo the mandatory Mechanical check up? Keeping in mind that some cars may be implicated in car accidents.
